Renting in Cardiff runs under Welsh law. Here is what the Welsh Government and Rent Smart Wales say about it, in plain words, with links so you can read each point at source.
Occupation contracts
Since 1 December 2022 the Renting Homes (Wales) Act 2016 has changed how all landlords in Wales rent their homes. The Welsh Government says tenants are now known as contract-holders and tenancy agreements have been replaced by occupation contracts, and you receive a written contract setting out your rights and responsibilities.
Rent Smart Wales
Rent Smart Wales says landlords must register themselves and any rental property they own, and landlords who let or manage their own property, and letting agents, need a licence. You can check your landlord or agent anonymously on its public register.
What landlords can charge
The Renting Homes (Fees, Discrimination etc.) (Wales) Act 2019, first passed as the Renting Homes (Fees etc.) (Wales) Act 2019, stops landlords charging a number of letting fees. For contracts agreed after 1 September 2019, Welsh Government guidance says you do not have to pay check-out fees or inspection fees when you move out. You can be asked for rent, a security deposit, a holding deposit, default payments for late rent or breaking the contract, and council tax, utilities, a TV licence or communication services where your contract includes them.
When students move out
Student move-outs in Cathays and Roath come at two points: June, when the university year ends (Cardiff Council's 2026 student move-out campaign there ran from 15 June to 5 July), and September, when contracts that run over the summer end before the new academic year. Book early for either.
The law sets what you can be charged; the clean is what you hand back.
